Typically in large Banks and Financial Instituion , projects get started in initiation phase, dollar amount is associated to it .. good to go. But project mangers should make sure , they track all stake holders and SME's related to project stays with him/her, till the requirements phase is completed. Risk may be high due to missing stake holders list Availability of stake holders, or if they are available, they dont have complete knowledge on process existing
