How you can manage projects in a company?

My company is undergoing some changes. I am making a benchmarking on how projects are handled in other companies or telecommunications technology, in terms of areas involved and personnel involved.

For example in one project you must pass through:

business onwer creates the project
business analyst examines the impact with other ba's and areas
architects do design
developers perform applications development

As I mentioned What kind of suggestions or process you can optimize?
