Business Rules 
Hi, I'm new here. I have two questions: In school, my Systems Analysis class used the book, Systems Analysis and Design in a Changing World, by John Satzinger, edition 3. The reviews of the latest release of this book are not good. Is there another book that would be much better as a reference? Also, have you ever worked on a project where the client had no business rules? I'm being told that my client doesn't have business rules, and it's really concerning me because I have never worked on a project where there were none. This client is a very large government entity. Is it possible there are no business rules? Thanks!

 Business rules are statements of policy or regulatory requirements. All government entitiies have regulatory requirements and thus will have business rules. If they didn't they wouldn't exist.
