Managing different departments

I was asked a question which i did not have an answer to:

Q. What do you do as a Business Analyst when two departments don't like either and don't get along with eacher other and you need to put them together to get your task done?

Re: Managing different departments

1. Ask for more money

2. A structured approach usually yeilds good resuls in the room, but after wards the bickering continues

3. a change mangaement plan above and beyond the requirements prcss helps get people to line up with project goals

4. Adefined model to rank requirements against helps defend your requirements from attack.

None of this is easy.  Hence point 1.
