ASU’s Parking and Transit Services division is looking for a systems and data guru that is passionate about using data to aid in decision making while keeping a close eye on all things systems for the team.  This role will manage two individuals and will report to the Associate Director of Commuter Services.   
Not only did ASU’s Parking and Transit Services team receive the President’s Sustainability Award for their Bike ASU program, in 2017 ASU was recognized by the International Parking & Mobility Institute as the Parking Organization of the Year.

The Role:  

Internally this role is referred to as a Parking Systems Administrator. You will lead technology services and parking systems administration for Parking and Transit (PTS). Works to coordinate and monitor the design, development, modification and implementation of parking related technology applications; provides technical support and leadership for the existing database environment; provides and designs tools to enhance the overall parking and transportation service delivery. This position plays a critical role in helping to strategize and facilitate department related technological enhancements to ensure consistent high-level service delivery to the ASU community. 


The Specifics: 

Manages and oversees the operation of a comprehensive suite of comprehensive suite of parking technology. The current platform is T2 Systems Flex database, parking access and revenue control system (PARCS).  
Interfaces as primary point of contact with the parking software vendors for a variety of products, services, and projects. 
Performs and/or provides guidance for data driven assigned duties that include permit configuration and enforcement support, Digital Pay stations, license plate recognition (LPR), mobile enforcement application, resident lists, and parking software support. 
Develops benchmark statistics for all PTS department programs; data mining for year-over-year analysis of program effectiveness; recommends changes or process improvement in program delivery accordingly. 
Works collaboratively to provide strategic direction for PTS department technology, operations and efficiencies in service delivery; leads all technical project implementations. 
Provides technical expertise in identifying, evaluating, and developing systems and procedures. Serves as point of contact with the University Technology Office (UTO) regarding Parking and Transit Services interfaces; with Student Services (student account billing); and Human Resources employee payroll deduction processes; for third-party parking license agreement (system set-up). 
Serves as departments ISAAC segment manager for camera and door access; provides assistance with desktop support coordination between the department and Business and Finance IT, including new computers, distribution lists, shared devises and accounting support for third party billing. 
Reviews and analyzes business and operations including workflow, decision process, and business objectives. 
Assists with developing objectives and activities based on the department goals. 
Participates in university procurement processes; obtains bids, develops request for proposals; evaluates and provides input for contract negotiations. 
Manages, supervises and coaches staff to ensure ongoing effective, high quality delivery of services and programs; determines and takes appropriate performance management steps including separation of employment. 
Coordinates with student, faculty, and staff to ensure that effective services are provided to the university community. 
Assists with enforcement of parking and transportation policies and regulations to assure fair and impartial administration of the system. 
Collaborates with the Capital Programs Management Group (CPMG) on project management for technology and the specifications necessary for required equipment installations as new facilities come online; replacement of any existing. 
Prepares department presentations, data visuals and provides and prepares recommendations, considerations and proposal drafts for leadership. 
Represents Parking and Transit Services and serves on various department and university committees. 
Serves as a representative of the University at state, regional and national organizations, boards, councils and committees as assigned.

Additional Skills:

Knowledge Skills and Experience You Will Bring: 

Bachelor's degree in Business Administration, Information Technology, Computer Science or closely related field and two years as a software systems administration subject matter technical expert OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
