Senior Business Analyst Job in St. Paul, Minnesota

Positions with MN.IT Services @ the Department of Human Services/Child Support Systems Management Division (CSSM) provide the opportunity to be involved on the ground floor of a new, dynamic and evolving area of systems modernization at the State of Minnesota.

Qualified candidates must clearly demonstrate all of the following:

EXPERIENCE
- Minimum two years' advanced-professional experience utilizing business analysis practices;

KNOWLEDGE
- Expert-level knowledge of industry best practices in business analysis and design techniques.

SKILLS & ABILITIES:
- Advanced ability to apply functional design principles;
- Advanced skills in applying structured business analysis techniques to ascertain business and user requirements for large projects, such as facilitating Business Process Modeling (BPM), Joint Application Requirements (JAR), or Joint Application Design (JAD) sessions;
- Ability to lead large and complex business analysis efforts including, preparing time and cost estimates;
- Ability to analyze the effects of large policy changes on functional areas of systems;
- Ability to mentor staff on business analysis/design methodologies, writing business/functional specifications, and completing Data Warehouse queries;
- Ability to analyze stakeholders' needs, make judgments and decision on complex policy and systems issues and make management recommendations;
- Outstanding ability to effectively communicate complex functional requirements to diverse internal and external system users and customers;
- Ability to produce technical specifications for developers that clearly and accurately describe the essential technical requirements of any change or enhancement needed; work with development team members by guiding, planning and managing the development, testing, deployment and ultimately, adoption of solutions;
- Ability to troubleshoot issues; develop or participate in quality assurance efforts to minimize recurrence of issues. These efforts include but are not limited to issue detection, collaboration on user documentation, and communications to state and county system users on any system changes;
- Ability to effectively manage business analysis work within project scope;
- Ability to comprehend system breadth and see interconnections within system functionality;
