Requirements/Change Management Analyst Job in Washington DC, District of Columbia/Mid Atlantic

Requirements:
Experience in fielding issues and determining if a system requirement is necessary. If a requirement is necessary, researching and collaborating (with stakeholders and subject matter experts) on the exact definition of the requirement, to include:
- Issue Statement
- Problem Statement
- Requirement Statement
- Requirement Priority/Urgency (low, medium, high)
- Level of Effort to implement Requirement (based on discussions with stakeholders and developers)

Turning the requirement into a change request:
- Analysis of Impact of Requirement (To Users, Developers, Related systems, Policies, Security, etc.)
- Engage Change Control Board (Communicating change to CCB, Scheduling CCB reviews, documenting CCB decision (approved/denied))
- Disseminating Requirement to implementers
- Establishing/Determining implementation schedule
- Tracking implementation
- Engaging stakeholders, decisions makers & authorities to solve conflicts, issues and problems with change implementation

Desired but not Required Capabilities:
- Some technical background in IT systems
- Familiarity with requirements and change management tools (i.e., Rational RequisitePro and ClearQuest)
- Familiarity with HSPD-12 (or CAC card) and Personal Identity Verification smartcard mandates and standards for federal identity credentials

***MUST be a US Citizen and have the ability to successfully complete a background investigation.
