Planix collects a high level representation of your project’­s requirements in the form of use-cases or user stories which, when combined with a variety of other factors, is used to calculate a series of effort, schedule, and staffing estimates for your project.

craigbrown, yes I've used the tool ... The tour appears to be broken, but I have used it. It appears to be utilizing use case points as its basic framework, but with some neat staffing and 'what-if' analysis features. It takes a little bit to understand it, but it is powerful. The core of the estimation appears to be the "Features/Requirements" tab -- eg,  use cases. I would recommend it.
