Not sure what the problem is but I get the following error when trying to create a new thread.
An error has occurred. Error: Add/Edit Post is currently unavailable.
Is it permissions or bug or ?

It's not permissions based. Any registered user can add new posts. You can only edit your own existing posts. You may have experienced an incomplete pageload for any number of reasons. Usually navigating to another part of the site and coming back to the forums will fix the issue.
