In my experience, I have figured out that such situations actually occur frequently in projects and they actually end up finding that "somebody".
Now this "somebody" sometimes becomes a successful accomplisher while there have been events when the project got further deteriorated.
I understand that there is no panacea which if gulped would resolve all the issues immediately however I feel that a project can be revived back to life with good team efforts under the guidance of a real "somebody".
