ANSWER

The term Platform as a Service, or PaaS (also, occasionally called Development as a Service), falls within the subject area of Cloud Computing and is sometimes accompanied by the terms Infrastructure as a Service (IaaS) and Software as a Service (SaaS).

Platform as a Service describes when cloud providers offer a cloud computing platform that application developers can use to develop and run software in the cloud.  This typically includes providing the web server, operating system, database, and a programming language runtime environment which executes the program.  Platform as a Service means the developers can focus on creating applications without incurring the cost, time, and complexity associated with servers and setting up the programming environment.

In addition to cost, time, and removal of complexity, Platform as a Service has the added advantage of auto-scaling computer resources and storage such that the platform scales with demand without the need for manual resource allocation.
