Asking for a "vision" ain't going to work because they don't have one.   I repeat THEY DON'T HAVE ONE.    No one to date as done a systematic evaluation of manual and automated processes/tasks - and especially how they all interrelate - so they don't understand what they need.

They need you to take the lead.     Your first step is to demystify what is meant by "gap analysis".   A process/task is defined by its inputs and outputs.   And outputs from one process/task is input to another.    Understanding, systematically, all the inputs and outputs is your "gap analysis".

So, start at the highest level - the vision level - and decompose downwards  - focusing at all times not so much on standalone processes/tasks but how the processes/tasks interrelate.

Oh and one other thing.  Since you posted your question on the "Structured Analysis and Design" forum, I would bet that you already have a pretty good idea of what you need to do.
