How to review performance of a BA vis-avis matrix. 

Hi

How can I review peroformance of a BA vis-avis matrix objectively, like one criteria can be work completed on time, quality of deliverables or how many UAT defects came because of incorrect requirement captured?

Can some one suggest how to prepare such matrix document for reviewing a BA's performance?
