to be technically correct the term is "change control."  I highlight this because "change management" is more appropriately used for more general vhange initiatives such as process or cultural change.

I just found an article at a technical writers website that has some really good stuff. including some tips on what makes good specifications writing and an SRS template that you can lift out and use.
