BA Role 

Who writes BRD and when? what detail we have in a BRD? When does it go for signoffs? Do we have mockups in BRD?

I think Perry answered your related BRD question very well.  As usual, the answer is it depends.

Business Analysts often write the BRD with other project team members.  What goes in the BRD depends on the company you work for and what they choose to include.  Some BRDs have mockups include.  Most do not.  Most will save mockups for a more detailed functionality document that outlines the behavior of the system.
