Requirements management is the process of documenting, analyzing, tracing, prioritizing and agreeing on requirements and then controlling change and communicating to relevant stakeholders. It is a continuous process throughout a project. A requirement is a capability to which a project outcome (product or service) should conform.
One of my friend in his reply correctly said that it looks like this requirement is already broken down in to System requirement. As we are adding a New tab and deleting the existing tab this set of information gives us an information about system process or system requirement. At high level we have to check with users actually what the need of adding the new tab and deleting the existing tab. What users actually want to see by performing this function on a system. Hope my response is useful for you.
