Since the customer will interact with the ATM, that's the system from the requirements perspective, however this doesn't mean that the ATM cannot use the OBS to perform its functions.

Well... the doc is just a draft. It was just stating the obvious: that, at some point, the card should be returned.
The system should probably ask the customer if another service is needed before returning the card.

Correct - the transfer can only be done among accounts linked to that given debit card.

Assume no need for envelop... the ATM should be able to "scan" the bills and count the amount of money.
