Like any other problem analysts face, I would strongly recommend that you
1. define what the problem/opportunity/need/whatever is you are trying to address (WHY do you feel qualification is needed)
2. define what measures you can monitor (and the target values) that will define that the problem HAS been addressed/opportunity exploited/need met/whatever whatever (objectives)
3. if you are going to try to affect those measures to that extent, WHAT do you need to do to do that (requirements analysis)
NOW you should be in a position to be able to PROVE that you need certain qualifications or not as the case may be - and then do the detailed analysis to achieve whatever it is you have proved must be achieved to fix the problem/exploit the opportunity/satisfy the need/whatever.
