Business Systems Analyst Job in Silver Spring, Maryland
Position Description Project Management - Track PMI-based IT projects: guide project teams in the creation of project plan documents; report on project risks, prepare and maintain visual project dependency diagrams, and schedule periodic team meetings to review progress. Will submit regular project status reports; ensure and maintain integration of project roadmap with strategic plan (and strategic/EA roadmap); coordinate with and support the team in tracking project costs and operational acquisitions; maintain the IT Portfolio Database, and maintain the project document repository/archive. Will provide assistance to project teams in determining value of project outputs; facilitate budget and forecast planning; and develop, maintain and report on project value/cost information. Will and look for opportunities to improve project team performance and will support the all aspects of Portfolio Management.
Service Management - Apply best practices (ITIL-based) to provide efficient, timely, and accurate service and to ensure continuous service improvement. Will maintain the service portfolio/catalog and all service level agreements; standardize, document, optimize, and govern common processes; identify and develop service-based metrics; and will facilitate teams, maintain a document archive, create and deliver meeting information/communications, and seek opportunities to improve teamwork, communication and effective governance.
Enterprise Architecture Support - Develop or revise, update, and ensure compliance with Federal Enterprise Architecture (FEA) for EA documents. Will develop or maintain OMB 300 Business Cases; review, revise earned value management and operational analysis; and review, revise financial analysis (Exhibit 53) for programs. Will coordinate with senior officials to oversee the CPIC process for IT Investments; serve as the alternate representative to the NOAA Enterprise Architecture Committee/ Working Groups and participate in NOAA Enterprise Architecture planning and development; and assist with review and design of future state architecture. Will assist with IT Strategic Planning development; manage the development, review, and update of annual information technology operational plans (ITOP); and assist with integration of IT strategic planning and maintain IT road map to provide transparent visual indicator of progress in meeting strategic objectives and goals. Will oversee and function as the liaison between NOS and NOAA for data calls issued by NOAA, DOC, and/ or OMB; coordinate information and manage data requests within NOS, analyze responses, and ensure consistency of information and response data.
Governance Facilitation and Support - Provide governance support to the NOS Information Resource Management Board by facilitating biweekly meetings/workshops, capturing minutes and decisions, managing action items, and maintaining the IRMB SharePoint site. Will schedule, setup, and provided agendas, meeting materials, meeting minutes, and other support to meetings on this and related topics; and may be called on to establish and maintain collaboration systems including collaboration sites, email groups, calendar groups and other mechanisms used to support collaboration and governance in NOS and NOAA.
Required Skills 3 + years experience working as a project manager using PMI principles in the Federal IT environment and at least 2 years experience with OMB 300 business cases and Exhibit 53 financial summaries. Proven understanding of the basics of enterprise system concepts, principles, planning, and implementation; proven experience managing projects, initiatives, and data calls specifically related to enterprise systems and strategic planning; and proven ability to establish and nurture collaborative relationships with Federal managers outside of the realm of IT. Prefer training and minimum 2 years experience facilitating groups, meetings, workshops, and presentations.
Project Management Professional (PMP) certification required. IT Infrastructure Library (ITIL) Foundation v.3 certification a plus.
Must be able to pass a background check in order to obtain a security badge to enter the applicable government facility.
Education BS in Information Technology, Computer Science, or other related discipline.
