Senior Technical Business Analyst Job in Toronto, Ontario

The Ontario Telemedicine Network (OTN) is one of the largest Telemedicine networks in the world. OTN helps deliver clinical care and professional education among health care providers and patients. We are transforming the way patients receive needed health care by extending and enhancing access to health care providers and eliminating barriers to care, all across Ontario."Telemedicine" (TM) is the delivery of health-related services and information using telecommunications technologies such as two-way videoconferencing systems and tele-diagnostic instruments such as digital stethoscopes, otoscopes and patient examination cameras.

OTN's vision is for telemedicine to become a mainstream channel for healthcare delivery and education. In other words, conducting visits via telemedicine will become as normal and everyday as traditional face-to-face office visits or in-person professional education sessions. OTN is an independent, not-for-profit organization funded by the Government of Ontario.

OTN is seeking a Senior Technical Business Analyst who will work closely with project leads, stakeholders and development teams to facilitate the development of business and user requirements according to internal best practices.

The Senior Technical Business Analyst will apply practices of requirements elicitation and management including: defining business and user goals, identifying and interviewing stakeholders, analyzing business process and data flow, and documenting requirements for use by technical staff and developers.
Degree in business, health informatics or health administration
Minimum 3 years of progressive business analysis experience
An understanding of contemporary requirements elicitation, analysis, specification, verification, and management practices and the ability to apply them in practice is needed.
Strong familiarity with software development lifecycle
Proficiency in requirements modeling and management tools
Experience with UML and Business Process notation
CBAP Certification or completion of similar programme considered an asset
Familiarity with PMI project management lexicon, processes, methodologies and tools an asset
Experience with telehealth technology and clinical information systems an asset
Experience in health care setting with understanding of the health care system and system stakeholders particularly as they relate to e-health would be considered an asset
2 to 3 years of progressive health informatics experience considered an asset
Experience with projects involving the development of consumer-oriented, web-based software products considered an asset
Knowledge of product management concepts is an asset
Excellent problem-solving, organizational, project management, decision-making and analytical skills
Excellent communications, analytical and facilitation skills are required
Strong fact finding and interviewing skills
Ability to communicate with a variety of stakeholders, including healthcare professionals, project managers and IT professionals
Required to undergo a criminal reference check
• Work with the project owners to document the project’s vision and the product’s scope
• Identify project stakeholders and user classes, identify appropriate representatives for each user class, negotiate their responsibilities and document user class characteristics.
• Elicit requirements using a variety of formats and techniques, including interviews, document analysis, workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, and competitive product analysis
• Write requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely
• Decompose high-level business and user requirements into functional and non-functional requirements, specified in an appropriate level of detail suitable for: implementation by software developers, documentation by technical writers and trainers, creation of test plans by software testers
• Define quality attributes, external interfaces, constraints, and other non-functional requirements
• Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate
• Lead requirements analysis and verification ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable
• Participate in peer reviews and inspections of requirement documents and work products derived from requirements specifications to ensure that the requirements were interpreted correctly; manage requirements traceability information and track requirements status throughout the project
• Assist with the development of the organization’s requirements engineering policies, procedures, and tools. Contribute to establishing and implementing effective requirements practices, including use and continuous improvement of a requirements process
